A dramatisation of the catastrophic 1997 floods that devastated large parts of Poland and the Czech Republic, following the efforts of scientists, local officials, and emergency responders who struggled to warn authorities and protect communities as the floodwaters overwhelmed cities and towns along the Odra and other rivers. The series centres on a hydrologist whose urgent warnings are repeatedly dismissed by bureaucrats more concerned with political appearances than public safety. Personal stories of residents facing the loss of their homes and livelihoods are woven through the broader disaster narrative.
