A secretive billionaire named Harold Finch has built a surveillance system for the government that can predict violent crimes before they happen, but the system's creators consider non-terrorism cases irrelevant. Finch recruits a former CIA operative, John Reese, believed to be dead, to help him act on these overlooked warnings. Together they work covertly to intervene in the lives of ordinary people who are about to become either victims or perpetrators of violent crime.
